Unable to start WinSCP client on Windows 2012 R2

I am trying to run the WinSCP version 573 on a new Widows Server 2012 R2 system. I have tried both the full install and portable version. I have tried modifying the DEP settings and that did not have any impact. I am running the application with an Admin level account. When I launch the application I immediately receive the message "WinSCP: SFTP, FTP and SCP client has stopped working. Clicking on view problem details provides the following information:
