[WinSCP 5.8] Switch -rawsettings does not use FtpForcePasvIp

There is a bug in WinSCP 5.8: When using console mode, the switch -rawsettings FtpForcePasvIp=0 does not lead to the desired result:

open ftps://xxxxx@xxxxxx -rawsettings FtpForcePasvIp=0

The setting is actually named FtpForcePasvIp2. I've corrected the documentation:
