How does Synchronize work?

How does Synchronize work? Does it compare file sizes and timestamps and if they differ, then it will transfer? In the menu, it has Direction: Both, Local, Remote. Does Local mean from Local to Remote, or does it me from Remote to Local?

It will transfer only if the time of source file is later then the time of destination file.
