Out of memery error message

I have not been able to make a connection to a known operative site. i'm running W2000 with latest WinSCP download. The only non standard setting I have is that the port number was changed from 22 to 21 to get around a firewall problem.

As soon as I do a login, I get the out of memory message.

Any ideas?
