Install WinSCP with preconfigured .ini file

Is there a way to install this program with a preconfigured INI file?

We are running an SFTP server. We would like to be able to provide a download of a preconfigured client so that the user simply has to install it enter username and password in order to connect. Not terribly sophisticated users, and we want to minimize any config issues.

Of course, if you can do your own installer :-) I just do not know what problem do you have with it, so I do not know what to answer.
