This is definitely issue of overall too long folder path+file name as I was able to fix this by shortening file name/folders name in the path to the file.
However Filezilla opened the same file without changes without problem.
This error was replicated several times on Windows 10 computer with WinSCP 5.7.5 and 5.7.6 HOWEVER I was not able to replicate it properly on Windows Vista - is it possible it has something to do with too long file path in temp folder on local computer created by WinSCP?

When do you get the error? When using Open command? Or Edit? Or yet another?

I am using WinSCP configured in the way when double click is associated with default system editor (ie Word for docx).
And double clicking on the document then causes this error. After restarting WinSCP there is message about undeleted temp folder - it seems to me WinSCP is not able to create correct temp file in case of too long path.

OK, I assume you use FTP protocol, right?
WinSCP does not support long paths with FTP yet:
