winscp 5.9.4 cannot set server timezone

upgraded from 5.9.3 which worked correctly. after upgrade to 5.9.4:
a) remote timezone no longer maps to local time
b) no longer accesses remote host using sftp, but does access using ftp

looks like it's working now. no changes. must have been a cache issue.
