Error - WinSCP

Receiving a Network error: Connection to 192.168.172.21 timed out.

What do I do to correct this issue?

Can you connect with any other client?
Where do you connect to?
Why do you expect to be able to connect at all?

The end user only uses WinSCP to connect to Medicare. She has used this application for years to make this connection.

So she needs to contact the server administrator or local network administrator for assistance.
