WinSCP has to allow accessing other tabs , if current tab is trying to connect to server
If we are opening work space with multiple tabs, we have to wait one tab to finish establishing session before accessing the other. The same holds true if connection to one tab takes too long/error in connection , we have to wait that to finish/terminate for accessing other.
