Encrypt file with Public Key

Hi

I have received a public key for use in encrypting a file. I have added it to the .ssh directory on my SFTP server. How do I encrypt a file with this key?

WinSCP is not a tool for encrypting files.
I also do not understand what .ssh has to do with encrypting files.
