Hi, problems on second monitor to create new file

Hi, when trying to create new file on second screen (connected by hdmi) blue box is not in full open just small bleu line :( please help

I just installed 5.13 and I'm having the exact same problem. Running Win10Pro. Never had this problem previously. Thanks!

Further, this only happens when I'm trying to create a new file.
