Connection failed from Mexico

Dear WinSCP Support Team,

I used the FTP from Switzerland about a month ago and all connections works fine.

Now I'm in Mexico and I try to connect in the same way to my servers but I always have the same problem message:
"A connection attempt failed because the connected party did not properly respond after a period of time, or established connection failed because connected host has failed to respond."

I have increased the timeout interval and in my hosting provider the Interational FTP access is activated. This problem for me is important because it means an increase in waiting times for my clients so thank you so much to try to help me as soon as possible!

My informations are the following:
WinSCP version 5.13.1 running on Windows 7 Professional (2009)
Transfer protocol FTP

Can you connect with any other FTP client?
If you cannot, you should better contact the administrator of the FTP server. And/or your internet provider.

Unfortunately I cannot connect with an other FTP client (Filezilla and many others creates problems for me by uploading corrupt files). I have just contacted my hosting provider and they says that maybe my IP address is in the "Spamhaus" blacklist. I asked them how I can remove myself from the blacklist and I'm now waiting further answers...
