Language Error

When Changing language to another language then back to English, I get an "error local cannot be loaded 2057" (my rough translation).

Most of the troubleshooting steps pertain to connection issues, not UI bugs, and some of the stuff I can't figure out because the UI is not in English, and my french is really poor..
WinSCP 5.13.1
Windows 10 Pro (1709)

Steps to reproduce, Change language to Chinese simplified. Restart. Change language back to English - Error code pops up.
