Cannot start WinSCP Application

Using Version 5.13.4 (Build 8731)
OS Windows Server 2012R2
Creating a .bat file as follows:
winscp.com /command ^
"open sftp://box_elder:password@peachjar.com/ -hostkey=""ssh-********************""" ^
"put ""E:\SQL Data Export\PeachJar-Data\BoxElderSchoolDistrict.csv""" ^
"close" ^
"EXIT"

I get a Cannot start WinSCP Application Erorr
The path is in the environment variables
What am I doing wrong?

Make sure there's winscp.exe in the folder, where winscp.com is.
