can winSCP be set to to only send SFTP

Before downloading your software, we would like to know if WinSCP can be set to to only send files over SFTP reducing human error sending over clear FTP

No you cannot prevent WinSCP from connecting using a plain FTP.
Such thing should be restricted on a server, not on a client.
