After Launching WINSPC 3.7 Gui does not come up

After I installed winspc 3.7 on a windows 2000 PC as admin, I launch the application and it comes up normally. If someone else with admin rights logs on and tries to launch it the application does not come up, but runs under processes. If that user installs it, then it works for them.

How can i have any user be able to use this program if they are not the ones who installed it :?: Is there a specific file that is needed to be placed under all users profile folder?
