ConsiderDST=1 + synchronize NOT WORKING in command line (Windows 10)

The following command:
open ftp://............ -rawsettings ConsiderDST=1
synchronize remote C:/loacalfolder /remotefolder

Reports every file as being 1 hour older than my local files.
And yet if I synchronize via the GUI (with site -> Environment -> Adjust remote timestamp to local conventions = True), I am told 'No differences found'.

I've tried every ConsiderDST setting just in case it's documented incorrectly - the results are the same.

I'm using the latest version (5.17.5)

Please post session log files both from the script and the GUI.
