"Keep Local Directory up to Date" Not Working,

Hello, i am new to this and still have a lot to learn but i was hoping someone on this forum could help me understand what it is i am doing wrong.

I am attempting to Keep a local directory up to date using WinSCP and Windows task Scheduler to pull data from a remote server once every 24 hrs. I am able to connect to the remote server using FTP Protocol and anonymous login. Once i am connected i can synchronize manually by clicking the Synchronize icon, set the Direction to "Local", Mode is set to "Mirror Files", "Synchronize Options" are "Preview Changes" is check ON and "Existing Files" is checked on.
I click OK and the Synchronization checklist window opens, i click "Check All" and WinSCP begins to transfer any new files from the remote to the Local directory with out any issues.

the problem is when i try to use the "Keep Local Directory up to Date" Command i get a connection failed error (see below Error).
also the log says "Connected with 169.254.3.120. Waiting for welcome message..." (169.254.3.120. is my Remote server) it then times out and the connection fails.
so i guess my question is, Is there a way to disable the Auth so it does not have to wait for a welcome message? or maybe i am not understanding this correctly.

Version of WinSCP 5.17.5
Running Windows 10
Transfer Protocol is FTP ( i am trying to pull .trp files from the remote directory)
Using GUI with the Commander interface

I get the following error in the Powershell command window when i attempt to keep local directory up to date.

Connecting...
Disconnecting...
Error: Exception calling "Open" with "1" argument(s): "Connection failed.
Timeout detected. (control connection)
Connection failed."
Press any key to exit...

Below is the Log

Re: "Keep Local Directory up to Date" Not Working,

I'm confused by the log file.
Did you edit it? At one point is says "Connection failed.". Then there is short delay and then it behaves like everything works.
