Connection time out

I'm trying to connect to my AWS server, but getting a time-out error. I use to be able to connect via WinSCP so I can't figure what has changed. My old laptop use to work, but not now and I just got a new laptop and it also has the issue. My new laptop had McAfee installed so I turned off the firewall just to see, but same problem. I also tried with FileZilla and same. Here is some of the log:

Any suggestions on what to try would be appreciated.

Figured out my IP address was changed so had to add the rule in EC2.

It does not look like a local issue then. Either your network is blocking the connection or the server is not available. Not a problem, we can help with here.
