S3 buckets - ACL settings support

When replacing an existing file, it would be very helpful if WinSCP would read the existing ACL settings, then re-apply them to the new file since otherwise AWS erases the Public / All right.

When uploading new files it would be nice to have the option to set ACL (at least the Public / All Read bit in WinSCP so that I don't need to switch to Cloudberry.
