need to copy files from local directory to ftp

i m trying to copy in local directory to ftp directories using sychronize command
"D:\Program Files\WinSCP\winscp.com" /log="D:\eCP\winscp_log\test\winscp.log" /command ^
    "option batch abort" ^"open ftps://xxxxxxxxxxx%%2Fsupport@xxxxxx.com:%Password%@xxxxxxxxxxx.sharefileftp.com/BILLING/TEST" ^
"synchronize remote D:\Citrix ftps://xxxxxxxxxxx%%2Fsupport@xxxxxx.com:%Password%@xxxxxxxxxxx.sharefileftp.com/BILLING/TEST"  ^
    "exit"
but remote directory is not listing, please help me to fix this

The synchronize command takes a remote path only. Not a URL.

You are giving the URL to the open command already.

You also need to indent the line:
https://winscp.net/eng/docs/faq_batch_file#newline_escaping

    "synchronize remote D:\Citrix /BILLING/TEST"  ^

If this does not help, please post a session log file.

what should to resume transfer and to speedup the downloads?

Please attach a full session log file showing the problem (using the latest version of WinSCP).

To generate the session log file, use /log=C:\path\to\winscp.log command-line argument. Submit the log with your post as an attachment. Note that passwords and passphrases not stored in the log. You may want to remove other data you consider sensitive though, such as host names, IP addresses, account names or file names (unless they are relevant to the problem). If you do not want to post the log publicly, you can mark the attachment as private.
