Error : WinSCP: SFTP, FTP, WebDAV, S3 and SCP client have stopped working

After upgrading Windows 10 from 1803 to 1909, WinSCP crash with the error :

WinSCP: SFTP, FTP, WebDAV, S3 and SCP client have stopped working

We have uninstalled WinSCP and we have installed WinSCP 5.19 but we are getting the following error message when installing WinSCP -->

WinSCP: SFTP, FTP, WebDAV, S3 and SCP client have stopped working

We have tested WinSCP portable executable but the error is similar

It is only happening with the in upgrade windows 10 1909 on currently live machines

On a new machines with new OS Windows 10 1909, we don't have an error but it is impossible of reinstall all machines with WinSCP.

Complementary Information:
-- Version of WinSCP you are using (you should be using the latest version if possible). -->5.17 and 5.19

--Version of Microsoft Windows you are running WinSCP on. --> Windows 10 1803
