local path is not preserved

In winscp 3.8.1. the local directory path, which you define in shell options => directory, is not preserved when you start the program. Instead, it always loads on the local disc D:\. We have reviewed the config options but haven't found anything suitable.
This same behaviour appears on version 3.7.XX.
