IP address keeps changing

Hi,
I am trying to download a file but cannot access it due to a changing IP address. I am on an institutional network and one of the security features is frequently changing IP addresses. Due to working across international timezones and requiring my supervisor to hold the password the three people involved in the file transfer cannot work on accessing the data at the same time. Is it possible to access the data without entering an IP address?
