Setting Permissions for other people logged in

Hello so I own a server on FiveM and we have Devs and I don't want all of them to have access to the game on the FTP software is it possible to set certain people up with different usernames with WinSCP as I tried FileZilla to see if it would work but I cant seem to find out how to set permissions can someone please help me setting up perms and tell me how to as its very confusing.

Simple Linux/Unix permissions do not allow setting per-user permissions. While some (file)-systems to allow advanced ACL, what allow per-user permissions, there are hardly any SFTP/FTP servers that allow working with ACL remotely. For the same reason, WinSCP (let only FileZilla) do not support ACL either.
