Filename start with " - " getting this error

Copying files from remote side failed, The system cannot find the path specified.

when transferring Windows to Windows but Ubuntu to Windows working fine.

I am using IIS FTP server on Windows and WinSCP on both client machines, Unicode is turned on both server and client, what causing this issue?

Do I understand right that the file name starts with space, plain dash and another space?
Can you download the file using any other FTP client?
Please post session log file.
