Can't connect without VPN

Hello, I can’t connect via FTP without using a VPN. Error

Timed out (command flow connection)
Can't connect.

As soon as I turn on the VPN, everything works. I did a trace to the host, everything still works. Can someone tell me what to do.

No, I can’t. Only with VPN.

Then possibly the FTP server blocks your IP address.

No, cause I’m trying connect to another FTP servers (near 10 servers) and I have the same problem

Did you contact your internet provider support?

Problem not with internet connection, cause I can use FTP without VPN on my phone and another PC with the same internet connection.
