Those are NAT IP addresses.
Both are correct.
I have tried only with WinSCP so far.
Any configuration on WinSCP side which can help?

This imo completely out of (FTP) client's control. (The comments at your SU post already indicate that).
You can try the active transfer mode. But that requires opening local firewall. I wouldn't recommend that.
