MSI package not valid

I downloaded the latest WinSCP MSI from this link:
https://winscp.net/download/WinSCP-6.3.5.msi/download

However, when I run it, I get this error:

This installation package could not be opened. Contact the application vendor to verify that this is a valid Windows Installer package.

FYI, I'm running Windows 11.

Please close/cancel this request.

I found out that downloading outside my company network provided a valid .msi package. So, something about my company's security layers intruded and altered the package to make Windows Installer think it was invalid.
