Exit code 3 errors

We continue to get errors with the .NET library. Ending up with

WinSCP process terminated with exit code 3. There was no output. Response log file C:\Windows\TEMP\wscp1680.036CA024.tmp was not created. This could indicate lack of write permissions to the log folder or problems starting WinSCP itself.

Over and over.

The log file is no help at all and this appears to be transient. It is fine for 2–3 days after reboot, but eventually comes back. Once back WinSCP does not work at all until rebooted.
