Recommended way to have one list of sites and settings for multiple users?

We love your app, but are having some difficulty. We have multiple users who need the same list of sites/credentials and logging settings. What is the recommended way to have one list of sites and settings for multiple users?
The app is installed on a server that produces reports, with a growing list about 20 different vendors/recipients, updated regularly as credentials change or new sites are needed.
Here's the issue: any updates made are only seen by the user who makes them. Our current workaround is exporting the .ini file to a shared location, but there's still the occasional inconsistency if someone didn't import the latest .ini before updating.
What's the best way to do this? Could there be an install option where the complete config, sites, and settings is shared?
