Connection Refused Error When Uploading to MassIVE via WinSCP(FTP client)

I hope this message finds you well.

I am encountering a connection issue while attempting to upload my data to the MassIVE repository using WinSCP.Whenever I try to log in in WinSCP (FTP client) and connect to Massive.I get an error. Each time I try to connect, I receive the error message:
"No connection could be made because the target machine actively refused it. Connection failed."

I have attached a screenshot of the error for your reference.

I would appreciate your guidance on resolving this issue. Please let me know if there are specific settings or firewall configurations that I need to adjust on my end.
