permission denied

I have winscp for online computer classes I am taking with CCV.(community college of vermont) Last semester - no problems. This semester I am not allowed to open new folders on the right to upload my assignments. I get an error 03 code and permission denied statement. I can only upload to my root directory which is becoming very busy!
