Time wrong in dir listing

Hi just want say great program but

if i copy files from a remote nt4 system running cygwin
and openssh the file times on the local side are 1 hour later than the nt4 side
if i copy the file back the same file back to a different dir on the remote side it goes back to the original time ie the timestamp is correct not one hour ahead

can this be fixed ???
it is very hard to sync directories with the timestamps off by one hour
