moving and deleting

I am looking for a way to traverse a folder, download all files in the directory then move those files to another directory. I don't want to just do a blanket move because someone could put a file after the download and before the move so it would never get downloaded. Any help would be awesome.

If you need to do that automatically (by means of scripting), you cannot do that with WinSCP.

Is this still not possible? I have tried to look for it in WinSCP.
