Network error: Connection Reset by Peer when I log in

I am trying just to login to winscp and I get the error message:
Network error: Connection Reset by Peer. I know I saw this message on other forums but only when people were trying to transfer files, but I could not even get to that point. Anyone know a fix?

Please check the server log and ask server admiistrator.
