Can I transfer a file with a compression option on to the non-ssh server ? If I can, then where I can set the compression option in WinSCP window ?

What is non-SSH server? FTP server? You cannot connect with WinSCP to non-SSH server.

With WinSCP you can enable compression only for whole session, not for one particular file transfer. See "SSH" tab of login dialog.
