Will WinSCP run as a windows 2003 service?

I need to run a WinSCP script on a windows 2003 server to check a directory location and then xfer files as that directory is updated. I have the script and it works fine but I need it to run when the server starts and remain running. Scheduler does not meet the need.

Not directly. But I believe that you will be able to find a wrapper service allowing any application to run as service.
