how to set pasive mode using Command line

i can connect to my ftp server using window mode by setting passive mode.
but i don't know how to set passive mode in commalnd line witout using open <store Session>.

In my comany, all the FTP servers need passive mod to connect, but I couldn't connect them with WinSCP, so I need to install a nother FTP-connect software...
