Network Error: Connection timed out

I am here at panera bread, where they have free wifi. I hook up my iphone 3g and my computer to the wifi, and try to open winsp using ip address on panera wifi on iphone 3g, but always get Network error: "Connection timed out." Any suggestions? And, when I look at the panera bread wifi on my computer, it says the ip address is 10.0.0.73
But when I look at the panera bread on my wifi, it says 10.0.0.13

Why are they different?? They are the same wifi why should they be different??
