Can't connect

I can connect with my laptop computer but not with my desktop computer. I've gone over the settings and everything is the same. My laptop is using 4.1.0 while the desktop is using 4.1.8.

What are you connecting to? What error message do you get? Can you connect to other servers?

Ican't conect,give's me network error conection refused,help me what can i do?
