WinSCP window always "raised"

Using "TweakUI" XP PowerToy from Microsoft, I'm allowed to place "focus" on window without clicking on the windows. And I can place "focus" on a window without "raising" the window to the top. HOWEVER, for WinSCP, whenever the window is placed in "focus", it automatically got "raised" to the top.
