It slows in Winscp though the speed of the measurement 3MB in ftp goes out ..under about 10%...
Isn't it a bug of WINSCP?

You might want to try and read this, <invalid hyperlink removed by admin>, which seems to offer a number of suggestions for fixing network speed after installing Vista's SP2.
