Transfer channel can't be opened

While in passive mode, when connecting to a ftps server using explicit ssl I get the following error:

Transfer channel can't be opened. Reason: The requested name is valid, but no data of the requested type was found.
Could not retrieve directory listing

Note that FileZilla and SmartFTPwork just fine, so firewall setting are a non-issue. In addition, WinSCP works on another FTPS SSL server in passive mode that we have control of but not the site in question.

I've tried playing with the panel settings, the transfer mode settings, and some of the environmental settings, but all got no joy.
