Failing to overwrite remote file when of zero size

There have been a few times recently when my ftp connection has seemingly dropped, causing some remote files to have size zero. When I subsequently drag a bunch of local files onto the remote folder (including the file having non-zero local size but zero remote size), and click New and Updated Files Only (which I usually do, in order to update only those files that have changed), the affected file is not overwritten. This is despite the local (non zero size) file having a newer date and a different size.
