Server sent command exit status 1

I continue to have a problem with connecting with WinSCP.

Server: Windows 2003 Server
Accounts: Domain Users
Remote System Environment: Cygwin
All accounts are domain accounts
. Started a shell/command
. Server sent command exit status 1
.....
I can connect SSH to the remote server.

I have seen this mentioned on the forum, but the problem doesn't seem to be the same.

Thanks, I did look at that.
I have found an interim solution, but I don't understand why it works:
mkpasswd -d -o 0 > /etc/passwd
mkpasswd -l >> /etc/passwd
It appears that the OpenSSH is returning an error from a domain account UID that is a large number.
