Says License Is Used Up

I attempted to download WinSCP several times unsuccessfully. The problem may have been my modem which was repaired by Time Warner this morning. Now there is a message saying I have used up all my licenses. I need this software for a class. Can you help me? Thank you.

I do not know what license you refer too. WinSCP is not licensed software. Can you post a screenshot?
