possible bug/feature

I use WinSCP version 3.3.0

I tried to copy a file with name "!-something" but the command failed with a 15 seconds timeout. I renamed the file in a shell to "something" and then it worked.

Since I have some solution, I do not consider this an urgent problem. Nevertheless, other people may want to have their files start with an "!" character, so you may want to have a look at this bug/feature.

In fact, any file command, say rename (F2), that I want to perform that uses "!" as the first character of the filename, fails with a timeout.

Try to enter /bin/bash on SCP tab of login dialog.
