Windows 7 and WinSCP

I was wondering if anyone had any insight on this issue I am having? I have a new Windows 7 machine installed WinSCP on it to update my websites I have hosted on another provider. When trying to connect from the Windows 7 machine to the webserver I am getting "Network Error: Connection Refused". Now if I try to connect from my old XP machine, I connect fine. So it is within Windows 7. I have removed firewalls and also added a rule to allow winscp.exe full access in and out.

Any Ideas?
