Is WinScp server or client?

I don't understand if WinScp is server or client application.
today I try to use it but it ask me
Hostname and Username and Password.If it is server
how can I create usernames and passwords.and how can I configure if I would like to use as client.
Please help!

Just look at the title of your browser Window. There is: WinSCP - SFTP and SCP client for Windows :-)
